The Housing Development Corporation of Hampton Roads (HDCofHR) used Virginia Housing Development Authority (VHDA), Community Housing Development Organization (CHDO) and United Way funding to acquire and rehab a 13-unit apartment on Kecoughtan Road and a single-family home on Azaela Drive 4 families and 11 individuals are now living in quality housing in safe neighborhoods.
